",,, caught in a classic catch-22..."

"....because of issues over land acquisition, financial closures and environment. As projects got ..." 'catch 22'?
To put it in one's own language for a layperson to readily understand> it also points to the lack of economic / financial wisdom in improper planning/budgeting; and more strikingly, going ahead with any such project without the elementary /fundamental requisites such as, the necessary approvals / clearances for land, environment so on, not taken care / in place. Proceeding with one, when the planning is simply not even half-way through but objectionably incomplete/half baked, on the drawing board itself, is an instance of foolishly putting the cart before the horse,- often not even knowing or ascertaining that the horse is still in the stable, not already bolted away. Equally holds good also to house buildings construction.
But all these obnoxiously irregular practices are being indulged in, time and again, with no scruples ; but at what / whose cost; no wonder the national economy, already in shambles, as ever remains endangered ?!

High Court decrees for Housing Society Re-development.
Now that is nullified with this judgment, the floodgates are open for all societies with dilapidated buildings to go in for redevelopment work once the Society Management books the support of the majority of residents. In other words, the menace of high handedness through non co-operation by minority (less than 25 %) is no more possible. In short, the prescribed 75% members consent agreement with any approved Builder or Developer can be forcefully implemented without much hardship or hindrance whatsoever. - See more at: http://www.accommodationtimes.com/real-estate-news/high-court-decrees-for-housing-society-re-development/?utm_source=feedburner&utm_medium=email&utm_campaign=Feed%3A+AccommodationTimes+%28Accommodation+Times%29&utm_content=Yahoo%21+Mail#sthash.LryTUC6N.dpuf

Inflated greed
The main reason for inflation is greed (“Mystery of the mangled rupee”, Business Line, September 9) . A 1BHK flat owned by an NRI in a decent locality in Bangalore fetched a rent of Rs 7,000.
Now, the NRI, earning in Canadian dollars, expects a rent of Rs 10,000 from a new tenant. Similarly, a 2BHK flat in the same complex, which went for Rs 15,000-17,000 a year ago, is now Rs 24,000. This artificial cycle goes on and on and on and we call it inflation.

"Vested interests have driven up housing prices to absurd levels. — P. V. Sivakumar"
In fact, if driven by pure and simple common sense, one should think that, what is complained of is mainly the inevitable result or tragic consequence of creating a prima facie false impression in the minds of the gullible consumer- public,- albeit , out of own volition, choosing to remain 'low-aroused' , being blinded by overwhelming 'greed' ( verging on vexing speculation),- that there is an upswing in demand but supply is short.

One cannot help loudly wondering why such an insertion, right on top of this column , has to be taken to have nothing to do with the targeted "vested interests" !
< To put it differently, if driven by pure and simple common sense, one should think that, the blame for driving housing prices to absurd levels has to be shared in no smaller measure by that section of the buyers’ community who, out of own volition, chose to remain 'low-aroused' . And, being blinded by overwhelming 'greed', verging on vexing speculation, failed to recognise the myth behind the false prpooganda peretrated and perpetuasted by vested interests that there is an upswing in demand but supply is short. One cannot help loudly wondering why such an insertion, right on top of this column , has to be taken to have nothing to do with the targeted "vested interests" !

Top builders sitting on Rs 58,000-cr inventory
Xcerpts>
<Builders, however, seem to disagree.
“We have an inventory problem but that is not as big as being portrayed. In many cases, this is planned inventory to stagger revenues over a period and optimise per-unit realisations,” says DLF Senior Executive Director Sriram Khattar.
“Inventory will decline through a combination of price correction, reduction in number of new project launches and higher sales,” he adds.
The view is seconded by industry body Credai. Chairman Lalit Kumar Jain says the industry doesn’t have too much of an inventory problem. “Price correction has already happened in most markets and developers are selling at their best price due to liquidity crunch. The market is almost bottoming out,” he adds.>

"....Clearly, we need a new textbook..."
One fails to see, how , in the context of the rest of the contents of this write-up - it is not a self-contradiction of the worst kind; what is the basis for the underlying belief that 'text book' , old or new, or in any form, could at all help !
Again there seems to be a basic fallacy, lack of wisdom or truism, in the very title query - "Did capitalism fail ?"
>What ought to be realised is that 'Capitalism' , just as any other '...ism' of its type, including 'socialism', is an abstract concept, ideology, so flexible and illusionary. that chose to be invented by human for choosing his own way of life, till that lasts. If at all, logically therefore, it is only the self-same human who can, has the capacity to, fail any such concept or ideology- certainly not the other way. A wise man. a renowned humanist, is remembered to have lamented likewise, while debating on a similar question- is it not the men in governance and the governed who have failed the nation / the nation's basic charter itself , and unfailingly and systematically continued to do so - NOT THE OTHER WAY ?!
So the debate goes on, and can only be expected to go on AND ON , forever, to eternity ! Does not anyone who entertains a contrary belief fit enough to be called a 'hypocrite' / Dr. Jekyll and Mr. Hyde1931 film) - ?????
