If were to react BLUNTLY: As a singularly wise man , true to his unbending righteous conscience, is remembered to have effectively said, to apply for all times, there are only two classes of bureaucrats (civil servants), -the one, to call so, would be an affront to such perceptive, thinking individuals. The other class is, to call so would be an affront to the English language who believe they are the “steel frame of the government€, as they were called in British days. To be precise, in choosing to remain, as ever, as rigid, unthinking and unbending as steel, the persistent mooting and going ahead with such impulsive, but wrongly believed-to-be innovative ideas, can seriously damage the health of the national (in turn, the state ) economy, or vice versa - which is, as is commonly feared, on the brink of an inevitable collapse.

New projects which are coming up as affordable housing are signing Water Affidavit with PMC and P&C C to not to claim water for new constructions. All the hopes are on bore wells which are not suitable for drinking water that too are running dry.

On the first blush, the write-up makes for a mixed bag of mutually confusing messages, though claimed to be from 'experts'.

>Finance Minister Arun Jaitley said, "We should doggedly pursue reforms."

Such a dogmatic assertion from a top spokesperson of the party presently in power, verging on a diktat, cannot be , in substance, seemingly aired in an ideological tone of its kind, faulted for any sane reason. Nonetheless, in one's longstanding conviction , as a renowned humanitarian and great thinker in the eminent and intelligent person of Palkhivala said to the effect, rightly so, any and every step or measure taken by the men in power, if at best can only be a 'suggestion', not a 'policy', ought not to be mistaken for a 'reform' in its ideal or altruistic sense. This, perhaps, could be the one and only area in which the 'experts' at large should strive to think of and make a useful contribution towards bringing about any sort of true 'improvement' in the life on earth of we, the homo-sapiens, at least in the short run.
